NOAA Ship HENRY B. BIGELOW Modernization & Revitalization Program (MRP)
Background
The National Oceanic and Atmospheric Administration (NOAA), specifically the Eastern Acquisition Division (EAD), is issuing this solicitation on behalf of the Office of Marine and Aviation Operations (OMAO) for the Service Life Extension Program (SLEP) repairs to the NOAA Ship HENRY B. BIGELOW.

The goal of this contract is to modernize and revitalize the ship, which is 209 feet long and home ported in Newport, RI. This initiative has been referred to by various names including Midlife Extension Program (MEP) and Modernization and Revitalization Program (MRP).

Work Details
The contractor will perform a range of repairs and upgrades as specified in the Work Specification titled 'Attachment J.1 NOAA Ship Henry Bigelow FSV Midlife Extension Program Work Specification - REV 8'.

Key tasks include:
- Install Diesel Exhaust Fluid (Urea) Tank & Delivery System
- Structural Repairs to Hull & House
- Install Drainage Modification Wet Lab
- Replace Mast
- Inspect & Service Sliding Water Tight Doors
- Vessel Repowering
- Tail Shaft Removal & Replacement
- Inspect & Service Thrust & Line Shaft Bearings
- Replace Propeller Blades & Hub
- Bow Thruster Inspections & Overhaul
- Remove Unused Cabling
- Overhaul Emergency Generator
- Replace Fire & Alarm Detection System (FAD)
- Conduct ABS & USCG 5 Year Special Surveys, among others. Additionally, optional work items may include further enhancements or repairs as needed.

Period of Performance
The performance period will begin immediately after award for procurement of long lead time materials and equipment, with an estimated repair period of 14 months starting on or about February 15, 2028, and completing on or about April 14, 2029.

Place of Performance
The work will be performed at a location designated by NOAA for the repairs to the NOAA Ship HENRY B. BIGELOW.
