Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6008 for a 183-day Special Time Charter with an option for an additional 182 days.

The goal of this contract is to procure a vessel capable of supporting submarine rescue operations and other fleet mission support as required, specifically during submarine sea trials.

Work Details
The contractor shall provide one Jones Act qualified, U.S. flag vessel that meets the following requirements:
1. The vessel must be capable of installing the NATO Submarine Rescue System (NSRS) and Submarine Rescue Diving Recompression System (SRDRS), though not simultaneously.
2. The vendor shall allow U.S. Government personnel to conduct a Pre-delivery Ship Survey (PDSS) no less than 5 days and no more than 45 days prior to delivery.
3. The vessel will support in-port and underway operations on a continuous 24-hour basis, including loading, storage, and discharge of Government materials and equipment.
4. It must carry various government equipment based on mission requirements, including but not limited to:
- NAVSEA certified Standard Navy Double-Lock Recompression Chamber System
- Fly-Away Mixed Gas System
- Helium-Oxygen Supply Rack Assemblies
- Rigid Hull Inflatable Boats (RHIBs)
5. The vessel will also serve as a training platform for qualified government civilian mariners (CIVMARS) to obtain Class A Dynamic Positioning Officer certification.
6. Daily fuel oil reports must be recorded and submitted monthly using the Navy Energy Usage Reporting System.
7. At the end of each mission, a summary report detailing mission specifics such as fuel consumption and operational metrics must be submitted within five calendar days.

Period of Performance
The contract period is set for 183 days with an option for an additional 182 days, commencing on February 18, 2026.

Place of Performance
The primary place of performance will be Joint Expeditionary Base Little Creek in Virginia Beach, Virginia, with operations extending throughout the Western Atlantic Ocean.
