Description

1. General Information

A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

B. The Virginia Army National Guard will conduct Pre-deployment training in Powhatan, VA during the period of 6-9 September 2025. Soldiers attending the training will require prepared meals throughout the event. The intent is to have a contractor provide high quality, hearty, filling meals cooked under commercial and U.S. Army standards.

C. Utilizing FAR Part 13, Simplified Acquisition Procedures, the Virginia Army National Guard (VAARNG) intends to issue a single firm-fixed price Purchase Order for delivery of prepared breakfast, lunch, and dinner meals for members of the VAARNG.

D. The following solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2025-04, dated June 11, 2025. This solicitation is issued as a 100% small business set-aside under the NAICS code, 311991 (Perishable Prepared Food Manufacturing) with a business size standard of 700 employees. The Product Service Code (PSC) is 8970 (Composite Food Packages).

E. The government will not pay for costs associated with the preparation of a quote in response to this combined synopsis/solicitation.

F. The Government intends to make award without conducting discussions. However, the Contracting Officer reserves the right to conduct discussions if determined necessary.

G. Interested vendors agree to hold prices firm for 45 days after the date of submission.

2. NG Agency Protest Program

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or another external forum.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures.

To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:

3. Communication with the Government

A. Questions:

Submit written questions via email ONLY to contract specialist Matthew Guyer at matthew.c.guyer.civ@army.mil. No phone calls will be accepted. Questions will be received until Friday August 8, 2025, no later than 11:00 a.m. Eastern Daylight Time (EDT).

4. Instructions to Offerors

Interested vendors submit the following documents, via email, not later than 11:00 a.m. EDT, August 18, 2025. The solicitation number and title, W912LQ25QA021 180th HSAD Meals, shall be identified in the subject line of the email response.

  1. Completed pricing for all CLINs. See attached Pricing Sheet.
  2. Completed Representations and Certifications (or statement confirming all representations and certifications have been completed at sam.gov and are current and accurate).
  3. Past Performance: submit no more than 3 past performance references to include the contract number and POC information. Past Performance shall be relevant and within the past 24 months from issuance of this solicitation.
  4. Completed information sheet. Will be included as an attachment to this posting.

5. Evaluation

Basis for Award: The government intends to award to the responsive, responsible vendor whose quote is the lowest priced and meets the requirements as stated in the PWS for services requested. Multiple awards will not be considered.

To be considered for award, vendors shall have an active registration in the System for Award Management at https://sam.gov. Vendors are responsible for ensuring their representations, and certifications in their SAM registration are accurate and current.

Background
The Virginia Army National Guard (VAARNG) is conducting pre-deployment training for the 180th Engineer Support Company in Powhatan, VA, from September 6 to September 9, 2025. The goal of this contract is to provide high-quality, hearty meals that meet commercial and U.S. Army standards for soldiers attending the training. This solicitation is a combined synopsis/solicitation for commercial items.

Work Details
The contractor shall provide prepared breakfast, lunch, and dinner meals for the soldiers as follows:

**Meal Counts:**
- **Breakfast:** 93 meals on September 7-9, 2025.
- **Lunch:** 93 meals daily from September 6-8, 2025.
- **Dinner:** 93 meals on September 6-8, 2025.

**Breakfast Requirements:**
- Sausage (2) or bacon (2) per person.
- Fresh scrambled eggs or omelets (2) per person.
- Assorted single serve cold cereal (1) per person.
- Assorted single serve fruit (1) per person.
- Single serve milk and juice.
- Bulk hot coffee for up to 75 personnel.
- Starch alternative: pancakes or french toast (2).

**Lunch Requirements:**
- Meat option (1) per person: examples include spaghetti with meat sauce, pulled chicken BBQ, tacos, etc.
- Starch option (1) per person: examples include tater tots, french fries, rice, etc.
- Vegetable option (1) per person: examples include corn, green beans, etc.
- Fruit option (1) per person: examples include bananas and apples.

**Dinner Requirements:**
- Meat option (1) per person: examples include turkey with gravy or fried chicken.
- Starch option (1): examples include rice or roasted potatoes.
- Vegetable option (1): examples include corn or broccoli.

All food must comply with Federal, State, and local laws regarding food safety and sanitation. The contractor must prepare all meals off-site and deliver them to the Powhatan Readiness Center at specified times each day.

Period of Performance
The Period of Performance shall start at 11:30 am ET on September 6, 2025, and end on September 9, 2025 at 08:00 am ET.

Place of Performance
Meals will be delivered to the Powhatan Readiness Center located at 276 Essayons Drive, Powhatan, VA.
