Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220525R4049 for a 180-day Dry Cargo Time Charter with an option for an additional 180 days.

The procurement is aimed at securing vessels capable of meeting specific transportation requirements to support U.S. Marine Corps missions and exercises in the Western Pacific region.

Work Details
The contractor will provide U.S. or foreign-flagged Roll-On/Roll-Off (RO/RO) vessels capable of:
1. Providing hotel services for a minimum of 14 Marines and transporting at least 40,000 square feet of rolling stock and general cargo.
2. Conducting port-to-port logistics operations and personnel movements in support of USMC missions.
3. Supporting an embarked force of 14 cargo management personnel for up to 21 days without resupply, achieving a speed of at least 10 knots while loaded, and being capable of 5,000 nautical miles of uninterrupted transit.
4. Providing meals and stateroom-style berthing accommodations for personnel, with provisions for special dietary needs.
5. Ensuring medical facilities are available onboard, including Automated External Defibrillators (AEDs).
6. Loading and unloading cargo primarily conducted by the vessel owner with assistance from Sponsor personnel.
7. Providing a minimum of 40,000 square feet of cargo space suitable for USMC vehicles and equipment with adequate deck strength and tie-down configurations.
8. Ensuring ramp systems are in place for RO/RO operations to facilitate loading/unloading at ports.

Period of Performance
The contract will have a base period of approximately 180 days with one optional extension period also lasting 180 days.

Place of Performance
Pearl Harbor, HI or a designated anchorage in the vicinity.
