Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6063 for a 180-day Dry Cargo Time Charter with an option for an additional 180 days.

The purpose of this contract is to secure vessels capable of meeting specific transportation requirements as part of the MSC's strategic sealift operations.

Work Details
The contractor will provide four (4) to six (6) U.S. flag, roll-on/roll-off (RO/RO) bow ramp equipped vessels capable of transporting a minimum capacity of 2,100 square feet per individual vessel and no less than 12,600 square feet combined capacity across all vessels per offer.

Each vessel must be beachable with a bow ramp deployable to piers, floating barges, or unimproved shorelines. They must carry 350-450 short tons in a single lift and have an unrefueled range of at least 5,000 nautical miles with twenty (20) days self-sustained endurance. Vessels must be capable of transiting the open ocean up to sea state 4 and maintain a laden draft of nine (9) feet six (6) inches or less.

Additionally, each vessel shall provide berthing, messing, and sanitation facilities according to IACS guidelines for at least two embarked personnel and must integrate sponsor communications and logistics IT systems. The charter period includes a layday commencing at 0800 on June 15, 2026, and cancelling on July 30, 2026.

Period of Performance
The contract will have a base period of performance lasting 180 days with an option for an additional 180 days.
