Background
The purpose of this Combined Synopsis/Solicitation is to provide services for re-homing existing Local Telecommunication Services (LTS) currently delivered via low-speed time-division multiplexed (LSTDM) circuits.

The contract is issued by the New Castle Air National Guard Base (ANGB), which aims to ensure a seamless transition to session initiation protocol (SIP) trunks without loss of capability. The LTS will support 24/7/365 operations, highlighting the critical nature of uninterrupted telecommunication services.

Work Details
The contractor will be responsible for migrating all connectivity requirements and features from the existing LSTDM to unmanaged SIP trunks. This includes ensuring that all current capabilities are preserved during the transition.

The contractor must also provide technical documentation confirming that the requested items will be delivered as specified in the solicitation. Additionally, a guaranteed start date for full service must be included in the quote, along with a tentative schedule for hardware installation and final delivery to New Castle Air Base in New Castle, Delaware. The evaluation of quotes will be based on price and technical documentation, with awards made to the offeror whose proposal is most advantageous to the government.
