Objective Helicopter Icing Spray System (OHISS)
Draft Document Posting
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) in partnership with the US Army Aviation Technical Test Center (ATTC) is providing the documentation to facilitate industry planning and preparations in advance of a formal Request for Proposal. The documentation is the final draft versions of the Statement of Work, CDRLs, Performance Specification, source selection rating criteria, and evaluation criteria order of importance that has been submitted for approval. These documents have incorporated changes and recommendations resulting from past interaction with industry regarding this requirement. It is important to note that the funding for this effort currently has not been provided. Funding is anticipated to be secured by the end of the first quarter of FY09.
All of this documentation will be uploaded to the Draft RFP Oct 08 folder that is available in the OHISS Bidders Library Site, located on the PEO STRI SharePoint Site. Interested contractors are encouraged to gain access to the OHISS Bidders Library SharePoint site to access this and other information pertinent to this acquisition. The process for gaining access to the SharePoint site is listed at the bottom of this posting.
Background:
Icing testing is required for Federal Aviation Administration and Military in-flight icing certification for aircraft that operate in icing conditions. ATTC currently operates the Helicopter Icing Spray System (HISS) which provides a limited low speed icing spray capability. OHISS is a program to provide an improved in-flight icing test capability with lower lifecycle costs. The requirements for this system are detailed in the attached Draft Performance Specification.
Specific information regarding the Request for Proposal and submission of a proposal will be forthcoming. PM ITTS is looking for suppliers who can provide the services described in the Draft Statement of Objectives and the capability described in the Draft Performance Specification.

2. Once you receive your AKO account, Mr. Wright will request a PEO STRI Account. An e-mail will be sent providing an initial password and access information for the PEO STRI Intranet.
3. Once the account is established, Mr. Luis Pineiro will coordinate access to the OHISS Bidders Library Site. An e-mail will be sent providing a link to the OHISS Bidders Library Site.
