Support for a Level of Interoperability (LOI) 2 Manned Unmanned (MUM) Operations Capability for the OH-58D KIOWA WARRIOR (KW) Control Display System, Version 4 (CDS4) Helicopter

This acquisition is for the procurement of 357 B-Kits to support a Department of the Army need to field an OH-58D KW Level 2 MUM capability beginning 1QFY11. Each MUM System L3 proprietary B-Kit ship set consists of the following: VORTEX, L3 Part Number 60065285+000; COMSEC Module, L3 Part Number 60065285+000; C-Band Power Amplifier (PA), L3 Part Number 60073159+000; Ku-Band Power Amplifier, L3 Part Number 60062256+001; Quad-Band Receive Antenna (Rx), L3 Part Number 60056969+04; Quad-Band Transmit Antenna (Rx/Tx), L3 Part Number 60081216+007; Thermal Shelf, L3 Part Number 60081257+000. The MUM System B-Kit components cannot be procured competitively because the Government does not own the data rights to the L3 proprietary hardware. The Government has neither license rights in the technical/manufacturing specifications nor a level III technical data package (TDP) that would allow a competitive procurement. The contract will include a base award of 30 kit ship sets with a Year 1 option for 90; Year 2 option for 119; and a Year 3 option for 118. Justification and Approval applies for other than full and open competition at FAR 6.302-1 for, Only one responsible source or only from a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The Government intends to conduct a sole source contract to the approved source L3-Comm-West 640 N 2200 W, Salt Lake City, UT 84116-2925. All responsible sources may submit an offer which shall be considered by the Agency.
