Kutta UGCS Unmanned Control System

NASA/ARC has a requirement for the purchase of an unmanned aircraft hand control system that will be used as an integral component in the Human-Systems Interface Tech Area (HSI TA) helicopter crew station simulator. Researchers from the Army Aviation Development Directorate Human-Systems Integration (HSI) team are involved in a collaborative research project titled "Supervisory Controller for Optimal Role Allocation and Cueing of Human Operators" (SCORCH). This project will evaluate the impact of a variety of operator assistive technologies when conducting manned-unmanned teaming (MUM-T) operations from the cockpit of a manned helicopter. To support this evaluation, the HSI team must modify the crew station of the existing manned helicopter simulation platform to include additional control hardware necessary to support the simulated MUM-T missions. The hand control hardware layout required is a unique design that must be resilient to support planned future transition onto live test aircraft.

NASA/ARC intends to purchase the service from Kutta Technologies, Inc., 2075 W Pinnacle Peak Road, Suite 10, Phoenix, AZ 85027.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Marie Morales at Marie.Z.Morales@nasa.gov not later than NOON local time on July 23, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
