Description

SOURCES SOUGHT NOTICE

This notice is not a solicitation announcement and does not constitute a request for proposal, request for quote, or invitation for bid. This is a sources sought announcement only. This notice is a market research tool being utilized for preliminary planning purposes to identify potential sources (large and small) for a firm-fixed-price contract to provide one (1) 15-ton pedestal mounted crane with hydraulic telescoping boom and to seek information on the commercial availability of this weight handling equipment. The new crane will replace the existing non-operational Alaska Marine Crane MCT-1550 of similar form and function at the same location. The information received will be used within Naval Facilities Engineering Command (NAVFAC) Atlantic / Navy Crane Center, Portsmouth, VA to facilitate the decision-making process.

NAVFACSYSCOM Atlantic / Navy Crane Center is seeking eligible sources (large and small) capable of providing the following: One (1) 15-ton barge-mounted general purpose service Cat 4 pedestal crane with hydraulic telescoping boom. The crane will be mounted on an existing 48' X 80' floating platform on a fresh water lake located at Naval Surface Warfare Center, Carderock Division Acoustic Research Detachment, Bayview, ID.

Crane operating ambient temperature ranges from 0 F to 100 F, with relative humidity up to 70%, as well as regular exposure to rain and snow. The crane shall be configured to operate on 460 VAC 3-phase power, 60 amps. Facility power will be available at the pedestal base. The existing crane's pedestal height is 15' from barge deck to pedestal top. The contractor will be responsible for the removal and disposal of the existing crane in coordination with the crane. Any hazardous materials on the existing crane will be removed by the customer prior to crane removal. The crane shall be designed, fabricated, assembled, and operationally tested at the construction facility. Load testing will be required during field acceptance after delivery and installation. The crane shall be built to the design drawings of a licensed Professional Engineer (PE).

Crane Description:

The customer requires the replacement crane to meet the following requirements:

  • The new crane is to be mounted on an existing 41" O.D. pedestal.
  • Luffing boom is required
  • Operating requirements with stable platform.
    • Require 30,000 lbs. capacity at 10 ft. radius, hook height 45 ft. above the rotate platform.
    • Require 4.3 k at 50 ft. and 2.5 k at 55 ft.
  • Operating requirements with Sea State 3
    • Require 20,000 lbs. capacity at 10 ft. radius
    • Require 2.5 k at 55 ft. or 4.3k at 50 ft.
  • Rotating cab/platform must be 12' above barge deck.
  • Crane configuration and design that accommodates use of ancillary padeyes for blocks to retrieve underwater test range apparatus/rigging.
  • Vertical ladders shall be limited to 8' height, each.

Unique Attributes of this Crane:

  • Crane design shall allow loading of 4,300 lbs. at an angle of 15 degrees side lead and off lead at the padeye located near the boom head. This function of handling ancillary load would never occur while there is a load on the hook. This load will be the resultant load of a line running thru a series of blocks, the last of which is located near the boom tip. The load will result from a line pulled from a deck winch, through blocks, to a lifted load at the angles stated above. This function will be used only be performed in a slew arc of approximately 180 degrees.
  • Padeyes shall be designed and installed on the crane at three locations
  • Design walkway with opening and clearance in way of the auxiliary line load.

The procurement of the pedestal mounted crane is intended to consist of a commercially available product (if available) to be used in an outdoor environment. The Contractor shall provide all fasteners used during pedestal and crane installation. The crane shall be capable of multi-function operation at rated load. The crane shall be designed for construction duty as defined in API Specification 2C, shall bear an API 2C Monogram, and shall meet the requirements of ASME B30.8.

Upon review of industry responses to this source sought notice, the Government will determine the following: 1) whether a set aside acquisition in lieu of full and open competition is in the Government's best interest and 2) if this requirement is commercially available (with or without minor modifications to meet Government requirements) or if it requires a custom design (refer to questions below). The appropriate NAICS Code is 333923 with a size standard of 1,250 employees.

This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. There will not be a solicitation, specifications, or drawings available at this time. It is anticipated that a formal solicitation will be announced at a later date. No reimbursement will be made for any costs associated with providing information in response to this announcement.
