Background
The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this solicitation for a 150-day Tank Time Charter.
The goal of this contract is to secure vessel(s) capable of meeting specific transportation requirements for the U.S. government.
This procurement is being conducted under Contracting by negotiation.

Work Details
The contractor must provide one clean, approved U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT).
The vessel must carry a minimum of 235,000 bbls of clean product and meet the following requirements:
1. Acknowledge the existence of classified requirements and arrange to review them if necessary.
2. Ensure crew and personnel may be ordered to stay aboard during port visits.
3. Provide a copy of a Q-88 dated no earlier than 60 days prior to submission.
4. Confirm vessel age and provide details on inspections.
5. Maintain a maximum Length Overall (LOA) of 204.80 meters and Deadweight Tonnage (DWT) not exceeding 40,000 MT.
6. Capable of maintaining a minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden.
7. Intended voyage includes loading at St. Theodore, Greece, discharging at Killingholme, U.K., Marseilles-Lavera, France, and returning to St. Theodore for approximately five months.
8. Provide various certifications including Safety Management Certificate and International Ship Security Certificate.
9. Confirm vessel's cargo tanks are compatible with intended cargo and ready for inspection upon arrival at load port.

Place of Performance
The contract will be performed in the Mediterranean Sea with specific intentions for loading at St. Theodore, Greece and redelivery at Marseilles-Lavera, France.
