150-Day Special Time Charter

Background
The Military Sealift Command (MSC) is seeking to charter a vessel for the SURTASS-E Support Vessel Spot Charter to assist U.S. Navy Operations. This request is part of market research conducted by the Strategic Sealift Program Office of MSC and aims to identify potential vessels capable of supporting acoustic monitoring systems in various global ocean basins.

Work Details
The contractor must provide one US flagged or foreign flagged vessel (to be reflagged as US) capable of towing a passive acoustic monitoring system. The vessel must operate worldwide, supporting all ocean basins from the Arctic to the Antarctic, without requiring ice-breaking certification. Key operational requirements include: towing at speeds between 4-6 knots, maintaining a directed heading within 5 degrees for extended periods, and operating 24 hours a day for up to 60 days.

The contractor must allow government personnel to conduct a Pre-Delivery Site Survey (PDSS) within 10 to 30 days post-award to assess equipment lay-down locations and electrical sources. The contract includes provisions for Government Furnished Equipment (GFE), which consists of ISO vans designed for rapid mobilization and includes various operational support modules such as winches, hydraulic power units, processing equipment, and communication systems.

Period of Performance
The contract will be performed over a period that allows for up to a 60-day operational event.
