Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220525R6016 for a 15-day Dry Cargo Time Charter. The MSC's mission includes providing strategic sealift capabilities to support U.S. military operations and ensuring the availability of vessels that can meet specific transportation requirements.

Work Details
The contractor is required to provide one U.S. or foreign flag, self-sustaining vessel capable of carrying a minimum of 16,000 square feet of cargo and at least 167 Twenty-foot Equivalent Units (TEUs). The maximum length overall (LOA) must not exceed 201 meters (660 feet), with a laden draft not exceeding 12 meters (39.3 feet). The vessel must maintain a minimum laden speed of 15 knots.

Cargo specifications include an average container weight of 10,000 lbs and a maximum container weight of 42,000 lbs, with dimensions not exceeding 581 inches in length, 114 inches in width, and 136 inches in height. The delivery location is Souda Bay, Crete, with redelivery at Livorno, Italy. The charter period is set for 15 days with laydays commencing on August 29, 2025, and cancelling on September 3, 2025.
