Background
The U.S. Air Force is issuing this solicitation to establish a streamlined procurement and manufacturing vehicle for the 516th CAPRE and associated missions. The goal is to rapidly produce and acquire high-quality Printed Circuit Board Assemblies (PCBAs) and Circuit Card Assemblies (CCAs) to address electronic obsolescence and modernization needs within the Department of War (DoW). This acquisition is set aside for small businesses.

Work Details
The contractor shall furnish supplies and/or services as described in this solicitation. The primary products to be delivered under this Blanket Purchase Agreement (BPA) include:
- High-quality Printed Circuit Board Assemblies (PCBAs)
- Circuit Card Assemblies (CCAs)
These assemblies are intended for design, prototyping, and operational use. There is no guaranteed minimum quantity under this agreement, and individual BPA calls/orders shall not exceed $350,000.00.

Place of Performance
Deliveries will be made to locations designated by authorized Government personnel during the BPA period.

Bidder Requirements
Bidders must meet small business set-aside requirements. Only individuals designated by the U.S. Air Force and identified in the resultant BPA are authorized to place orders or make purchases under this BPA.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on prior awards for circuit card assemblies and related CCA redesign/production work. For example, Symetrics Industries holds FA853925D0004 (value $4,323,967) for a B-52 DTR fibre channel circuit card assembly redesign that includes viability study, design reviews, first article/prototype build and test, and production of 152 FC CCAs, along with repair support for the DTR system—work that aligns with the current BPA’s focus on producing CCAs for operational use. Additional closely related CCA procurement is reflected in Northrop Grumman Systems’ SPRWA119D0015 (spares buy for an AN/ALQ-161 backplane CCA) and L3harris Technologies’ SPRWA122D0002 (IDIQ supporting production of multiple AN/ALQ-161A interface logic/encoder CCAs), indicating continuity in circuit card assembly manufacturing and sustainment requirements.
