All Requests for Information (RFI's) shall be submitted to the Contracting Officer, Greg Cunningham, on the attached RFI form not later than 1300 hours PST, August 18th, 2025.

A FS organized pre-proposal site visit will NOT be held. The project locations are open to the public and can be viewed by each prospective offeror. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Background
The Upper Golden Trout Bridge Replacement project is issued by the US Department of Agriculture (USDA) Forest Service. The project aims to replace a damaged bridge crossing the South Fork Feather River at Golden Trout, which was compromised in 2017 due to a large tree striking its metal I-Beam support. A temporary repair was made, and this contract seeks to secure funding and design for a permanent replacement.

Work Details
The contractor is required to furnish all materials, equipment, supplies, and personnel necessary for the complete removal and disposal of the existing Upper Golden Trout Bridge, including the bridge span, structures, abutments, and approaches. The contractor will then replace it with a new structure as specified in the project plans and specifications. Key tasks include:
- Removal of existing bridge components
- Disposal of all excavated dirt without leaving it scattered on-site
- Installation of sediment control devices before excavation work begins
- Compliance with biological monitoring requirements during ground disturbing activities
- Proper disposal of construction debris off National Forest Land
- Notification to the Contracting Officer Representative (COR) prior to any ground disturbing activities.

The estimated period of performance for this contract is from October 1, 2025, to November 30, 2026.

The construction projects will be performed at Upper Golden Trout Bridge located on Forest Route 22N24, approximately 3.4 miles from the intersection of Forest Route 22N27 & 22N24 in Plumas National Forest.
