120-Day Special Time Charter With One 50-Day Option Jones Act   3

Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6016 for a 120-day special time charter with one 50-day option.
The goal of this contract is to acquire a vessel capable of meeting specific transportation requirements for at-sea operations conducted by the Naval Surface Warfare Center Panama City Division (NSWC-PCD).
This acquisition is being conducted under Part 12 and 13.5, which allows for the award of a firm-fixed-price contract.

Work Details
The contractor is required to provide a Jones Act qualified, U.S. flagged vessel to serve as a host/support ship for various at-sea operations.
Key tasks include:
1. Deployment and recovery of up to fifty (50) inert or live mines and test instrumentation per at-sea period.
2. Towing of surface and submerged vehicles.
3. Housing and support of test data acquisition equipment and personnel.
4. Deployment and recovery of subsea equipment/systems.
5. Remote Operating Vehicle (ROV) operations.
6. Guard duty in designated areas within the Gulf of America.
The vessel must operate primarily in the Panama City, FL area, with potential operations extending to various locations including Corpus Christi, TX, Norfolk, VA, Tampa, FL, and others as needed.
The operational tempo is estimated at 24 hours per day, seven days per week.

Period of Performance
The period of performance for this contract will commence on January 19, 2026, and will last for 120 days with an option for an additional 50 days.
