Description

RFP N3220526R6014 is hereby released. See attached supporting documents.

Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6014 for a 115-day Dry Cargo Time Charter. The purpose of this contract is to secure vessel(s) capable of meeting specific transportation requirements for containerized ammunition, ensuring compliance with applicable regulatory HAZMAT compatibility and segregation requirements.

Work Details
The contractor is required to provide one U.S. or foreign flag, self-sustaining vessel that can carry a minimum of 400 TEUs of containerized ammunition. The vessel must satisfy the following specifications:
- Capable of carrying hazardous materials classified under hazard classes 1.1D through 1.4S and 4.2G.
- Total Net Explosive Weight (NEW) of cargo must not exceed 1,000,000 lbs, with an anticipated average TEU weight of 25,000 lbs and a maximum TEU weight of 40,000 lbs.
- Maximum length overall (LOA) should not exceed 524.9 feet (160 meters).
- Laden draft must not exceed 36.08 feet (11 meters).
- Minimum laden speed shall be at least 13 knots.
- A packing list must be provided for the stow plan.

The delivery and redelivery locations are both at the Military Ocean Terminal in Sunny Point, NC (USA). The charter period is approximately 115 days with laydays commencing on December 7, 2025, and canceling on December 19, 2025. Additional requirements include providing a detailed stow plan that includes vessel trim and stability calculations.
