110' STOPLOG (BULKHEAD) SLOT CUTS CONVERSION MATOC
MCCLELLAN-KERR ARKANSAS RIVER NAVIGATION SYSTEM,
ARKANSAS AND OKLAHOMA
U.S. ARMY CORPS OF ENGINEERS (USACE)
W9127S23R0001, 110 Foot Stoplog (Bulkhead) Slot Cuts Conversion MATOC along the MKARNS in Arkansas and Oklahoma, will be advertised using Full and Open Competition under the North American Industrial Classification System (NAICS) Code 237990, Other Heavy and Civil Engineering Construction. The small business size standard is set at $45,000,000.
This requirement is for the establishment of an Indefinite Delivery (ID) Multiple Award Task Order Contract (MATOC) with a capacity of $200M for 110' Stoplog Slot Cuts Conversion on the McClellan-Kerr Arkansas River Navigation System (MKARNS), Arkansas and Oklahoma. Each MATOC will consist of a five (5) year base ordering period and will cover a geographic scope within Little Rock District (SWL) and Tulsa District (SWT) boundaries. Task orders will be Design Bid Build (DBB) and range in value from approximately $3M to $20M.
This solicitation will be issued utilizing FAR Part 15 as a Request for Proposals (RFP). In accordance with FAR 15.304(c)(1)(ii), price will not be an evaluation factor and no price proposals will be requested.
Each conversion will be unique, but they will all have similar construction activities and typical repair activities. Each conversion will consist of concrete demolition, dive work, steel fabrication, and both above and below water concrete placement to accomplish sill modification and stoplog recess installation.
The geometry of each lock chamber floor varies which will require the Contractor to fabricate a site-specific cofferdam. The extension will be fabricated using ASTM A36 or better. All welding will be in accordance with American Welding Society (AWS) D1.5, and it will be tested by using applicable nondestructive testing (ultrasonic, magnetic particle, and visual). The Contractor will be responsible for handling the cofferdams, placing the cofferdams, and all activities required to dewater the workspace created by the cofferdam.
W9127S23R0001 will be issued around March 22, 2023, via Government Point of Entry (GPE), www.sam.gov. Amendments to the solicitation will be issued via the GPE as well.
