11 Meter Rigid Inflatable Boat Repair, Maintenance and Upgrades   3

Background
This requirement is competitive but set-aside for small businesses. This action will result in a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) for repair, maintenance and upgrade support services of 11 Meter Rigid Inflatable Boats (MRIBS) with a five year ordering period for Naval Special Warfare Command. See solicitation for additional information but all questions are due 1300 EST on 3 November 2023.

Work Details
The contractor shall provide the personnel, management, materials, equipment and facilities necessary to perform any required repair, maintenance and upgrade services for the fleet of 11M RIBs predominantly located in the San Diego, California locality.

The scope includes pre-defined Work Packages as outlined in this Performance Work Statement (PWS), in addition to Over-and-Above Work Requests (OAWR) for physical installation of Engineering Change Proposals (ECPs), Non-Engineering Change Proposals (NECPs), and other emergent repairs or necessary upgrades to the 11M RIBs and their associated systems and equipment.

All specific requirements for repairs, maintenance, upgrades, ECPs and NECPs shall be addressed in each Task Order.

Period of Performance
Period of performance is five (5) years, within this period of performance are five (5) ordering periods:

Ordering Period One: Date of Award – Day 365
Ordering Period Two: Day 366 – Day 731
Ordering Period Three: Day 732 – Day 1,097
Ordering Period Four: Day 1,098 – Day 1,463
Ordering Period Five: Day 1,464 – Day 1,829

Place of Performance
The contractor shall perform repairs, maintenance and upgrades predominantly in the San Diego, California locality.
