Description Of Requirement:

The Contractor must provide all personnel, equipment, transportation, supervision, and other items and services necessary for procurement and delivery of the new 1000-gallon fuel tank, including venting, gauging, and fill assembly, in accordance with NFPA regulations located at USCG AIRSTA Port Angeles. The contractor must perform to the standards in this contract. All work shall comply with all applicable codes, along with Federal, State, and local regulations. Further details of this project are described in the statement of work provided in the document section of this solicitation.

There will be no site visits held for this solicitation.

Questions regarding the statement of work (SOW) will be forwarded to the unit for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors. No more questions will be answered after 06/10/25.

Quote submission:

All quotes shall be required to be on SF 1449 with a breakdown of all costs along with proper certifications that have been requested. Submit quotes to the following e-mail address patrick.r.gittings@uscg.mil with solicitation RFQ number 70Z03325Q201900002 in the subject line. Date of offers due on 06/12/25 at 3pm (PST). All offers that are submitted late (by day and time zone) and quotes that do not include a breakdown of cost will not be considered in award determination.

Award:

It is the government's intent to select for award to the one responsible quote which proposes a price that is fair and reasonable and provides the lowest priced, technically acceptable (LPTA) quote meeting the specifications of the requirement. If the lowest priced quote is not found to be technically acceptable, the contracting officer will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer to proceed with next successful registered offeror. Website: www.sam.gov

Background
The U.S. Coast Guard is issuing this contract for the replacement of the fuel tank at the Coast Guard Exchange located at USCG AIRSTA Port Angeles. The goal of this contract is to procure and deliver a new 1000-gallon fuel tank that meets specific safety and regulatory standards, ensuring compliance with NFPA regulations and other applicable codes.

Work Details
The Contractor must provide one 1000-gallon rectangular fuel tank designed to UL 2085 specifications. The tank must include:
- Capacity: 1000 gallons
- Design: horizontal, rectangular, UL 2085
- AST Category: Category 1
- Construction: double wall, coated steel, concrete filled secondary
- Spill Control: Steel dike, outer wall
- Tank Supports: steel elevated supports
- Release Prevention Barrier: steel
- Continual Release Detection Method: double-wall tank
- Anchoring Type: embedded bolts into concrete slab through manufactured feet
- Primary Venting Method: 2” pipe with PV vent cap
- Primary E-Venting Method: 6” E-Vent
- Overfill Protection Method: guillotine valve. The contractor is responsible for all personnel, equipment, transportation, supervision, and services necessary for the procurement and delivery of the fuel tank. All work must comply with local, state, and federal regulations.

Period of Performance
The contractor shall complete all work and deliverables within 45 calendar days after notice to proceed is given.
