Description

CWMD has a requirement to provide secure voice communications up to and including Top
Secret inside a Sensitive Compartmentalized Information Facility (SCIF). Any equipment used in
Government SCIFs have stringent requirements on how they receive and process signals. The
National Security Agency along with other technology agencies provide the standards for
equipment used in SCIFs. General Dynamics Mission Systems (GDMS) is the sole manufacturer
and distributor of the vIPer secure phone, as attested to by the National Security Agency (NSA)
Program Manager for the vIPer program.

Background
The contract is being issued by the Countering Weapons of Mass Destruction (CWMD) Enterprise Services Directorate (ESD), Information Technology Division (ITD). The agency has a requirement to provide secure voice communications up to and including Top Secret inside a Sensitive Compartmentalized Information Facility (SCIF). The National Security Agency and other technology agencies provide the standards for equipment used in SCIFs. General Dynamics Mission Systems (GDMS) is the sole manufacturer and distributor of the vIPer secure phone, as attested to by the National Security Agency (NSA) Program Manager for the vIPer program.

Work Details
The contract involves the procurement of 100 Sectéra vIPer Universal Secure Phones. The phones must meet specific requirements, including SCIP enabled, gateway access, Advance Cryptographic Capability, embedded encryption, and nonsecure to secure transition. The phones must also be interoperable with Avaya, Cisco, and Nortel platforms for non-secure calls. The purchase of these telephones will enable CWMD to operate within classified spaces and networks needed to support CWMD missions and functions.

The period of performance for the contract is anticipated to be from September 28, 2021, to March 27, 2022.
