Description

The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a requirement for 100-Gallon Per Minute (GPM) portable diaphragm pumps. It is the intent of EXWC to deploy these portable diaphragm pumps rapidly to remote locations and austere environments in support of contingency and relief operations where dewatering actions are essential.

Background
The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a requirement for 100-Gallon Per Minute (GPM) portable diaphragm pumps. It is the intent of EXWC to deploy these portable diaphragm pumps rapidly to remote locations and austere environments in support of contingency and relief operations where dewatering actions are essential.

Work Details
The 100-Gallon Per Minute (GPM) portable diaphragm pumps must consist of a diesel engine driven diaphragm pump designed and constructed for ‘continuous use’ operations while meeting all requirements set forth in the Performance Work Statement. The pump must be designed to provide reliable uninterrupted service for minimum operational shift rotations of ten consecutive days. The pump must be designed to operate in temperatures ranging from 32 degrees Fahrenheit (°F) to 130°F without de-rating of the system, degradation in system’s stated performance criteria, and/or restrictions imposed on run-times. The pump must be equipped with a 20-gallon onboard fuel tank (minimum) and electronic ignition (electric start system) to augment pull start capabilities.

The pump must have an integrated lifting eye/bail intended to act as the single lift point when being lifted by a crane or other lifting apparatus, and an integrated tie-down provisions that meet military transport requirements for highway modes in accordance with MIL-STD-209K. The coating system applied to the pump and all its components must be clearly designed by the coating manufacturer to provide corrosion resistance to equipment intended for operating in heavy salt-air coastal environments.

Period of Performance
The period of performance for the delivery of the first unit is 180 calendar days from the date of award, followed by additional deliveries within 210-270 calendar days from the date of award.

Place of Performance
The products will be delivered to Gulfport, Mississippi, and Port Hueneme, California.
