100-day Dry Cargo Time Charter   3

Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office, is issuing Request for Proposals (RFP) N3220526R6009 for a 100-day Dry Cargo Time Charter. The purpose of this procurement is to secure vessel(s) capable of meeting specific transportation requirements as part of the MSC's mission to support military operations.

Work Details
The contractor is required to provide one U.S. or foreign flag, ice class, self-sustaining Lift-On/Lift-Off (LO/LO), breakbulk vessel with the following specifications:
- Minimum capacity of 750 TEU’s with an average container weight of 30,000 lbs and at least 50 Reefer Plugs (230V/60HZ/3 PHASE).
- Two cranes with a lifting capacity of 100 MT each.
- Maximum overall length of 180 meters (590 feet) and a laden draft not exceeding 9.7 meters (32 feet).
- Capability to maintain a minimum speed of 15 knots when laden and a range of at least 10,000 nautical miles unrefueled.
- Compliance with IMO Polar Code Classification “C” regulations and all MARPOL regulations.
- Vessel must arrive fully bunkered for mission and capable of utilizing MGO for operations south of 60 degrees latitude.
- Required certifications must be current for the duration of the charter period, including cranes and spreader bars.
- Inspection by a national cargo representative at Port Hueneme, CA must be completed prior to loading cargo onto the vessel.
- The vessel must comply with New Zealand biofouling requirements.
