10-Year Bulk Fuel Blanket Purchase Agreement (BPA)

Background
The U.S. Fish and Wildlife Service (FWS) is issuing a 10-Year Bulk Fuel Blanket Purchase Agreement (BPA) for the Tennessee National Wildlife Refuge located in Springville, TN. The mission of the FWS is to conserve, protect, and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. This BPA aims to ensure a reliable supply of bulk fuel, specifically unleaded (non-ethanol) gasoline and clear ultra-low sulfur #2 diesel fuel, to support operations at the refuge.

Work Details
The contractor will provide bulk fuel deliveries as follows:
- **Fuel Types**: Clear ultra-low sulfur #2 diesel and unleaded regular gasoline.
- **Delivery Requirements**: Deliveries must be made on an on-call basis within one day of notification. Each delivery must be accompanied by delivery tickets signed by an agency contact.
- **Delivery Loads**: Minimum of 200 gallons and maximum of 1000 gallons per fuel type per delivery.
- **Delivery Locations**:
- 550 Refuge Lane, New Johnsonville, TN 37134 (1 x 1000-gallon tank for Diesel Fuel)
- 550 Refuge Lane, New Johnsonville, TN 37134 (1 x 1000-gallon tank for Unleaded Gasoline)
- 1371 Wildlife Drive, Springville, TN 38256 (1 x 500-gallon tank for Unleaded Gasoline).
- **Estimated Usage**: Approximately 7,000 gallons of On Road Diesel Fuel and 6,000 gallons of Unleaded Gasoline annually.
- **Compliance Standards**: The contractor must adhere to National Fuel Quality Standards and ASTM fuel quality standards. Delivery must be conducted safely following environmental regulations.
