Background
The U.S. Fish and Wildlife Service (FWS) is issuing a 10-year Bulk Fuel Blanket Purchase Agreement (BPA) for the St. Marks National Wildlife Refuge. The goal of this contract is to ensure a reliable supply of fuel, specifically unleaded (non-ethanol) and clear diesel fuel, to support the operations of the refuge. This BPA allows for multiple awardees and is intended to streamline the procurement process for fuel delivery.

Work Details
The contractor shall provide bulk fuel including:
1. Clear ultra-low sulfur #2 diesel
2. Unleaded (87 Octane – 10% ethanol)
3. Marine gas (non-ethanol)

Delivery must occur within one day of notification, with all deliveries accompanied by signed delivery tickets or invoices containing:
a. Name of Supplier
b. BPA number
c. Date of purchase
d. Purchase number
e. Itemized list of supplies furnished
f. Quantity, unit price, and extension of each item
g. Date of delivery.

Prices will be based on +/-5% of the Rack Price on the day of delivery using OPIS averages, plus the contractor's fixed mark-up price per gallon, which must include all costs for transportation, margin, applicable taxes, and fees.

Period of Performance
The contract is set for a period of 10 years.

Place of Performance
Deliveries will be made to St. Marks National Wildlife Refuge located at 7300 Coastal Highway, St. Marks, FL 32355.
