Sources Sought Notice N32205-SS-PM4-25-109 is hereby posted.

Background
This Sources Sought Notice N32205-SS-PM4-25-109 is issued by the Military Sealift Command (MSC) PM4 Program Office. The MSC's mission is to provide strategic sealift and ocean transportation for the U.S. Navy and other government agencies.

The goal of this contract is to gather information regarding the availability and pricing of Jones Act qualified, U.S. flag vessels capable of supporting underwater salvage operations, specifically for a single mission involving the retrieval of aircraft along the East Coast of the U.S. and Atlantic Ocean.

Work Details
The contractor will provide a vessel capable of supporting underwater salvage operations, general-purpose diving, and Navy unique deep ocean salvage operations. Key requirements include:
- Berthing accommodations for 25 personnel
- At-sea endurance of 10 days
- A crane with a minimum safe working load (SWL) of 70,000 lbs, capable of deploying the main hook to 190 feet
- Clear deck space of at least 7,000 square feet
- Deck lighting and electrical services
- Dive kit washdown capability
- Fixed points for sea-fastening containerized diving equipment including high-pressure gases and air compressors
- Installation of a diver launch and recovery system (LARS) to Navy specifications, including necessary hot work for installation and testing (welding NDT and weight testing).

The vessel must also be Jones Act qualified, U.S. flagged, with permanent accommodations for up to 31 mission support personnel, broadband internet communications, and compliance with fire fighting standards (FIFI-1).

Period of Performance
The estimated period of performance is September to October 2025 for a 10-day mission.

Place of Performance
The vessel will operate out of Joint Expeditionary Base Little Creek in Virginia Beach, Virginia, with potential operations requiring access to military and civilian ports as needed.
