Statement of Work 1. Background The USDA-ARS CPMRU is soliciting a contractor for an Equipment Maintenance Management Program (EMMP) that will reduce the costs of annual service agreement by implementing a multi-vendor Equipment Maintenance Agreement. USDA ARS CPMRU is located in Tifton, GA and has several scientific instruments. However, it is looking specifically for a one year Preventive maintenance and corrective repairs for a Thermo Electron Mass Spectrometer TSQ Quantum Ultra S/N:TQU03226 with autosampler, pump and laptop. 2. The vendor must be able to supply and meet the following specifications: Full Service Maintenance Coverage Unless otherwise noted the maintenance program shall cover the cost of on-site repair service, including emergency repair, parts, labor, and travel in addition to preventative maintenance visits per OEM specifications. Services shall be performed between normal business hours of 8am-4:30pm, Monday through Friday. Freedom to Choose Service Provider The program shall allow authorized end users to utilize their preferred service providers, including the OEM, to perform the actual repair and preventative maintenance service on covered equipment. The cost of all covered service events shall be covered by the Contractor throughout the contract term. After-Hours and Holiday Cost Protection In the rare event after-hours or holiday services are requested, the agency shall only be responsible for the difference between the service provider's after-hours service charges and their standard service rates. Unless optional overtime coverage is requested in this notice, Contractor shall cover maintenance charges at the service provider's standard prevailing rates 24x7x365. Telephone Support Technical telephone support coverage shall be provided by the department's preferred service providers. Additionally, the Contractor shall maintain a call center to receive maintenance requests. The call center shall be fully staffed between the hours of 8:00am-6:00pm and shall provide phone support outside of normal business hours when necessary. Contractor shall cover the cost of technical support and shall issue payment directly to the provider for services rendered. Loaner Instruments The maintenance agreement shall cover the cost of loaner equipment for up to ten (10) days in the event a repair cannot be completed within the expected timeframe. On-line Reporting The Contractor shall maintain a secure website which would allow authorized representatives to request service and generate reports pertaining to the service agreement. Program transactions, equipment maintenance activity, and vendor information shall be available 24x7 via the Contractor's secure website. Software Updates Software updates are limited to those which are included by the OEM at no additional cost during the annual preventative maintenance service visit. These updates typically address errors and/or reliability issues with an existing software license. Elective enhancements, upgrades, or other software maintenance shall not be covered under the agreement. Vendor Network Database Contractor shall maintain a database of diverse service providers capable of performing service on a billable basis. The Contractor shall ensure that each service vendor operates ethically, performs quality workmanship, and consistently delivers service in a timely manner. FirmFixed Price Agreement The maintenance agreement shall be firm-fixed price and have a common anniversary date for all covered items. The agency may cancel the agreement or selected coverage for any reason via a 30 days written notice. Additionally, the agency may add similar equipment at any time during the contract term. 3. Submittals should include: - Price quotation - Three Past performance references to include one for similar equipment - Warranty details for parts, labor and freight if needed. 4. Evaluation of Quote: - The Government anticipates awarding a contract resulting from this solicitation to the responsible offer or whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use contractors who have a track record of successful past performance or who demonstrate a current superior ability to perform.
