Description

As defined in the attached SF1449.

Background
The National Institute of Standards and Technology (NIST) is issuing this solicitation for a high-speed digitizer as part of the Standard Photonic Thermometer (SPoT) project, which aims to develop next-generation chip-scale photonic temperature metrology.

This project is critical for replacing Standard Platinum Resistance Thermometers (SPRTs) and reducing calibration costs. The procurement of the digitizer is essential for achieving key milestones in this multi-year effort funded by both NIST and the Air Force. Delays in procurement could hinder project progress and compromise deliverables.

Work Details
The contract requires the delivery of one (1) high-speed digitizer with the following specifications:
- At least 4 channels
- 16-bit vertical resolution
- Sampling rate of 1 GS/s per channel
- 4 GS on-board acquisition memory
- >500 MHz bandwidth
- DC coupled with +/-1 volt input range
- External triggering capability
- External or reference clock input
- Oscilloscope software included
- Compliance with minimum performance metrics at 70 MHz: SNR 69, THD -70 dB, SINAD 68, ENOB 11 Bits, SFDR 70. All items must be new; used or remanufactured equipment will not be accepted. The digitizer must be shipped in original packaging with all documentation and software included.

Period of Performance
Delivery is required no later than two months after receipt of order.

Place of Performance
NIST, Gaithersburg, MD.

Bidder Requirements
Offerors must provide evidence of authorization from the original product manufacturer to supply the digitizer. All proposed items must meet or exceed the minimum requirements specified in the Statement of Work.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on contract 1333ND25PNB680517 awarded to Spectrum Instrumentation (OU68-25-NEW-190) for a high-speed digitizer, including the M5I.3367-X16 model with memory and software options. The prior award’s “high speed digitizer” deliverable and included acquisition memory/software align closely with the current requirement for a multi-channel, high-bandwidth digitizer with specified sampling/memory capabilities and oscilloscope software. A closely related prior contract also exists with Tektronix (1333ND24PNB030213) for a “CHIPS HIGH SPEED DIGITIZER,” suggesting continuity in procuring similar digitizer hardware for NIST photonics/measurement efforts.
