**ALL PROPOSALS MUST BE SUBMITTED THROUGH COUPA eSOURCING **

Proposals are requested for a RoofReplacement - Areas A, B, B1 & I project, at USPS owned Dulles P&DC, 44715 Prentice Dr, Dulles, VA 20101-9998, LoudounCounty. Work will be completed in accordance with the attached specifications, drawings and other solicitation documents.

An award for this requirement is contingent upon funding approval which is anticipated to be received during the evaluation
phase of this project. Estimated cost of the work is between $6,500,000.00 TO $7,500,000.00; with construction completion no
later than Two hundred and seventy (270) calendar days after receipt of the Notice to Proceed. A pre-proposal meeting for this
project will be held on February 26, 2026 at 10:30 amlocal time, (local time) on site. Attendance is not mandatory but is strongly
recommended. On-site visits may be arranged by contacting Jeff Eickenhorst, Manager Maintenance, at 571-262-9671.

Brett.Risher@sodexo.com by 3:00M pm, March 6, 2026. Reponses are expected to be issued by March 13, 2026.
The Postal Service is more concerned with making an award at the lowest overall price than obtaining superior technical or
management features. However, the Postal Service may not necessarily make an award a the lowest price in order to achieve
a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher
priced proposal may merit a higher price.

Background
The United States Postal Service (USPS) is seeking proposals for a Roof Replacement project at the Dulles Processing and Distribution Center (P&DC) located at 44715 Prentice Dr, Dulles, VA. The project aims to replace the roofing systems in specified areas to ensure structural integrity and compliance with applicable codes.

The estimated cost for this work ranges from $6,500,000 to $7,500,000, with funding approval anticipated during the evaluation phase.

Work Details
The contractor is required to provide all materials, labor, tools, supplies, equipment, and services necessary for the completion of the roof replacement work in Areas A, B, B1 & I. Key tasks include:
- Removal of existing roof systems down to the structural deck including membranes and insulation.
- Inspection of the structural deck for damage and necessary repairs.
- Refastening of existing structural decks and perimeter wood blocking as needed.
- Installation of new insulation systems:
- Roof Areas A & B: Two layers of 2-1/2 inch polyisocyanurate insulation (5 inches total).
- Roof Area B1: Tapered polyisocyanurate insulation system with a slope of 1/4-inch per foot.
- Roof Area I: Tapered polyisocyanurate insulation system with a minimum thickness of 1-inch and a slope of 1/8-inch per foot.
- Installation of a fully-adhered minimum 80-mil PVC roof system meeting ASTM D4434 standards.
- Replacement of existing smoke hatches (97 total) with new units featuring fusible links and safety cages.
- Provision of sealants at indicated locations and replacement of existing roof drains.

Period of Performance
Construction completion is expected no later than 270 calendar days after receipt of the Notice to Proceed.
