This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Synopsis/Solicitation N0017823Q6504 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a Sole Source basis to Real Time Innovations.

The required software is to provide a DDS license, installable on a laptop that can enable that laptop to interact with the Combat System at the protocol/hardware levels. Incorporating this product into the system requires installation of the software, the loading of the license, creating an Ethernet connection between the laptop and the Combat System, and setting parameters that identify the Internet Protocol (IP) addresses and ports used by the combat system. The product, itself, makes the connection to the combat system automatically. Failure to procuring the software would mean that we cannot improve the fidelity and precision of existing test methods and performance evaluation processes as planned. This required software is exclusive to Real Time Innovations.

Please include shipping/freight cost to Dahlgren Division (NSWCDD) VA 22448-51. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price.
