This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received prior to the date and time below will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract to West Virginia University, Inc. for a service agreement aimed at supporting coal miners by characterizing their perspectives on black lung screening and low-dose computed tomography (LDCT) for lung health monitoring.

The goal is to understand barriers and facilitators to participation in the Coal Workers' Health Surveillance Program (CWHSP), which is essential for developing effective outreach and support systems to enhance screening uptake and improve health outcomes among coal workers.

The CWHSP was created by the Federal Coal Mine Health and Safety Act of 1969 to provide early detection of pneumoconiosis through chest x-rays, but participation rates have been low, typically between 25% and 40%. This contract will help address these challenges.

Work Details
The contractor will carry out a multi-year mixed-methods project that includes the following tasks:
1. Conduct a cross-sectional survey of active and retired coal workers in the Appalachian region to characterize beliefs, attitudes, informational needs, and decision-making factors related to black lung screening and LDCT.
2. Develop evidence-informed communication strategies based on survey findings.
3. Test and optimize communication messages through qualitative interviews with coal workers.
4. Validate optimized messages in real-world outreach settings, assessing feasibility, acceptability, engagement, and effectiveness.
5. Analyze data from field testing to understand implementation outcomes.
6. Develop a comprehensive communication toolkit including message guidance, audience insights, plain-language materials, templates, and dissemination recommendations.

Period of Performance
The anticipated period of performance is three years: Base period from July 15, 2026, to July 14, 2027; First option from July 15, 2027, to July 14, 2028; Second option from July 15, 2028, to July 14, 2029.

Place of Performance
The work will primarily be performed in the Appalachian region (Kentucky, Virginia, West Virginia).

Bidder Requirements
