Description
PURPOSE: The purpose of this requirement is to obtain Contractor technical services in support of evaluating Vessel Security Plans (VSP) and Piracy Annexes (PA), and validating participation in Alternative Security Programs (ASP) for the U.S. Coast Guard Marine Safety Center (MSC) Vessel Security Division. BACKGROUND: The Maritime Transportation Security Act of 2002 (MTSA), as outlined in Title 33 U.S. Code of Federal Regulations (CFR) Subchapter H, requires the owners or operators of approximately 11,000 vessels to submit VSPs to the USCG for approval or indicate their participation in a USCG-approved ASP. GENERAL DESCRIPTION: Contractor shall review VSPs and PAs to verify the plans include all elements required by law and regulation, and prepare correspondence to submitters. The contractor shall work with USCG to complete associated administrative tasks with conducting vessel security plan review.
