USCG Trusted Associate Sponsorship System (TASS) Program

The purpose of this requirement is to obtain Contractor support to assist the Deputy Commandant for Mission Support (DCMS-34) Office of Security Policy and Management in fulfillment of the requirements for the Coast Guard's implementation of deploying the TASS program, or such system that may replace the TASS program. The Contractor shall act as the Coast Guards Service Point of Contact (SPOC); shall provide documentation support to DCMS-34; shall provide data management services; shall provide training support by assisting DCMS-34 in assessing inadequate processes and procedures at local Trusted Agent Security Managers (TASM) Sites, providing guidance to TASM sites through the use of informal training, discussions, lessons-learned, and Q&A sessions. In accordance with the tenets of Homeland Security Presidential Directive 12 (HSPD-12), all USCG contractor employment and identity information must be entered into an authoritative system such as the TASS before a CAC can be authorized. This requirement applies to all military, civilian, and contractor employees who require unescorted access to federally-controlled facilities and federally-controlled Information Technology (IT) systems.
