Description
BACKGROUND: Global Command & Control System Joint (GCCS-J) and Integrated Imagery and Intelligence (I3) servers provide a classified Common Operational Picture (COP) that offers vital connectivity to systems used to plan, execute and manage military operations for both joint and multinational operations. GCCS-J / GCCS I3 provides the situational awareness, imagery exploitation, indications and warning, collaborative planning, course-of-action development, intelligence mission support, and real-time combat execution capabilities needed to accelerate operational tempo and conduct successful military operations in the modern crisis environment. GCCS-J / GCCS I3 supports Commanders and staffs by providing a fused picture of the battle space within an integrated system that supports joint warfighter needs. GCCS-J / GCCS I3 fuses select Command and Control capabilities into a comprehensive, interoperable system by exchanging track data, imagery, intelligence, status of forces, and planning information. The C5I Service Center (C5ISC) Portsmouth is responsible to maintain system capability and to analyze current and future requirements in order to provide increased capability to end-users.
The Unclassified Common Operational Picture (UCOP) system is the Coast Guard s Command and Control (C2) infrastructure that injects, processes, and provides near real-time maritime and air track data to C2 viewers, Department-of-Defense (DoD), Customs and Border Patrol and others. The C5I Service Center Portsmouth is responsible to maintain system capability and to analyze current and future requirements in order to provide increased capability to end-users. UCOP is a system that supports other Common Operational Picture (COP) tools such as data processing, data exchange, collaboration tools, communication capabilities geographic information systems, readiness data, intelligence, reconnaissance and surveillance data, imagery and environmental data. UCOP pushes data to systems at defined time intervals via Data Distribution Service (DDS) and Global Command and Control System (GCCS) servers.
SCOPE: The Contractor shall provide engineering and integration services for the Unclassified Common Operational Picture (UCOP), Global Command and Control System Joint (GCCS-J), and the Global Command and Control System Integrated Intelligence and Imagery (GCCS-I3) engineering baseline systems and its sub-systems,
The Contractor shall provide services for system integration of new or updated components, to UCOP, GCCS-J and GCCS-I3 systems to ensure systems meet mission goals and objectives. These efforts include the full range of infrastructure design, implementation, and integration, including, but not limited to, concept development, planning, requirements definition and analysis, systems design, integration, testing, implementation, deployment of first article testing / prototypes only and assisting production support contractor with fielding upgraded system / troubleshooting and problem resolution as needed. These services shall include maintaining current system operations and capabilities, incorporating adaptive capabilities and assisting with system integration, analysis and recommendations for current and future architecture, performing technology refreshes and supporting Information Assurance (IA) policies. Primary work location will be at the C5ISC campus in Portsmouth, VA.
