NTIA seeks contractor support for spectrum valuation to design and deliver a defensible, repeatable, and data driven valuation of designated radio-frequency spectrum bands to inform strategic planning, budgeting, policy development, and potential reallocation/sharing decisions. The effort will produce an analytical framework, an economic model, market analysis, operational utility assessment, and valuation outputs with clear decision support for leadership. A standardized valuation methodology grounded in economic, technical, regulatory, and operational factors is needed to support investment, sharing, auction participation, relocation cost analysis, and long term spectrum strategy.
