Description
Provide a design-build project to investigate and repair B7141 controls and switchgear wiring so that FWE3 and FWE4 generator feeders do
not back feed the utility service power feeders F515, F615 (Substation 5) and F611 (Substation 6) during unscheduled power outages. The noted
utility service feeder breakers should open when Substation 5 and Substation 6 service is lost. Also provide installation effort for the following:
Design replacement of the existing transmission-line differential protection relays for the transmission line (3314) from B6008
(Substation 3) to B7004 (Substation 4). Design removal of the existing ABB (Westinghouse LCB II) relays. Design new mounting and installation requirements for the new Microprocessor controlled line-differential protection relays that must be compatible and able
to communicate with the existing SEL relays at Substation 2 and at Substation 5. Provide additional 115-kV CCVTs for voltage sensing for the new microprocessor relays as needed.
Provide new IRIG rooftop antenna at Sub 3 and Sub 4. Provide programming, installation, and commissioning of all the new equipment.
Work shall be in accordance with FC, UFC, and OPSEC policies.
