MSR#15570902, Labor JON: Pre- Award - PCAS - Requirement: Reconfigure RDC and N3 spaces to meet basic facility requirements. Areas to be built to BFR requirements as identified in approved COA located in CO brief. - (DB) project is programmed for FY19 Design and FY20 construction - Steve Wilden will draw configuration plans for customer approval - Plan to phase work areas to minimize mission impact - Phase 1: Renovate N3 spaces on 2nd floor - Phase 2: Move N3/N3AT to 2nd floor and renovate N3AT space (RDC moves to renovated space) - Phase 3: Renovate RDC space Renovation to UFC and ATFP requirements including: - Construction will include interior finishes, electrical, data, lighting and HVAC - Life-safety code access/egress and ADA requirements - Configure to meet required visual oversight by shift supervisors - Upgrade windows required for a critical communications center - Separate dispatch training from dispatch floor and conference room Justification: The RDC is insufficient for installed work stations and does not allow for planned expansion of operational positions as outlined in the CNIC Mission Profile Validation-Dispatch, nor does it support space requirements set forth in the Enterprise, Navy Emergency Response Management Systems design required by CNICINST 3440.18
