Description
PTLOMA-S15: Urgent Repair of 3 anomalies and repair valve pit #4 on Miramar Fuel Transfer Pipeline, identified during the recent PIG (Pipeline Internal Gauge). July 2024 report identifies three areas of damaged to the pipeline along Acadia Avenue that require repair within 12 months. 1. WORK LOCATION: BASE: Point Loma Naval Base BUILDING: Miramar Fuel Pipeline ROOM/AREA OF THE BUILDING: Along Mt Acadia Blvd INTERIOR/EXTERIOR: Exterior ADDITIONAL LOCATION DETAILS: Various locations along Mt. Acadia Blvd under the street 3. ISSUE: On 20-21 March 2024 Enterprise Engineering, Inc. completed the 5-year in-line inspection (ILI) pigging runs on the Point Loma to Miramar 8 fuel pipeline. Repair recommendations in the draft report include three groups of gouges (encompassed by features 3073, 3096, and 3128) along Mt Acadia Blvd. The ILI report recommends repair of the anomalies with cut-out and pipe pup replacement within 12 months for continued operation of the pipeline. The report also identifies temporary repair patches on the pipe (not allowed by ASME B31.4 for permanent repairs) and deteriorated conditions of the pipe coating and the penetration seals at valve pit number 4. Valve pit 4 fills with water during the rainy season. 4. IMPACT: 49 CFR 195.416 Pipeline Assessments states An operator must take prompt action to address all anomalous conditions in the pipeline that the operator discovers through the integrity assessment or information analysis. 180-day conditions.
