FAS requires independent monitoring of programs administered by non-governmental organizations private voluntary organizations and/or international organizations in food-insecure environments where direct monitoring by USDA/FAS in localities that are insecure difficult to reach and/or otherwise challenging to operate. To include engaging personnel surveillance use of analytical tools to monitor ongoing activities in identified countries to aid FAS analysts in obtaining objective intelligence on foreign market conditions prepare production forecasts assess export opportunities.
