Description
The Stakeholder Engagement Division (SED) requires Program Evaluation and Performance management support services for the State and Local Cybersecurity Grant Program (SLCGP). The SLCGP was authorized as part of the Infrastructure Investment and Jobs Act of 2021 on November 22, 2021, to address cybersecurity risks and threats to information systems owned or operated by, or on behalf of state, local, and tribal governments. The Act authorizes $1 billion in four separate tranches, with a four-year period of performance for each grant award. The legislation identifies specific responsibilities for Cybersecurity and Infrastructure Security Agency (CISA), such as determining allowable uses of the grant funds, developing program guidance, approving cybersecurity plans and individual projects submitted by eligible entities, and multiple reports to Congress. In general, CISA is identified as the program management and subject matter expert in cybersecurity related issues whereas Federal Emergency Management Agency (FEMA) will provide grant administration and oversight for appropriated funds for the program. CISA SED requires the design and implementation of a performance measurement framework and several evaluation studies, as well as associated data collection, in order to fulfill requirements of the program, measure impact, progress, and outcomes, and assess the program's overall effectiveness. The Contractor shall provide expert knowledge and experience to conceptualize, plan, and conduct performance measurement and program evaluations, including the implementation of automation tools to improve efficiencies in the input, review and analysis of grant data for reporting to Department of Homeland Security (DHS), the Office of Management and Budget (OMB), and Congress. For purposes of this statement of work (SOW), evaluation is defined as "an assessment using systematic data collection and analysis of one or more programs, policies, and organizations intended to assess their effectiveness and efficiency." Evaluations are structured around specific identified questions and are used for learning and improvement purposes, as well as accountability purposes when applicable. Work will be performed at a combination of the Contractor's facilities and the Department of Homeland Security at 4200 Wilson Boulevard, Arlington, Virginia.
