PenLink Task Order# 2: INTEL Tangle License Bundles – Qty. 100

PenLink's Tangles, supported by the Webloc database, provides ICE Criminal Analysts and law enforcement personnel a centralized capability to search, collect, analyze, and monitor publicly available open-source information from the open web and social media platforms. The service supports HSI criminal investigations by enabling users to develop leads and build subject, company, and commodity profiles using timely open-source data. It includes 100 credentialed user licenses for the Tangles Baseline and Webloc Bundle, access to searches and analyses, dark web sources, image and facial analysis tools, Weaver company sources, monitoring, online training, weekday support, 100 Co-Analyst licenses, one dedicated engineering support, and PenLink Academy training resources. The task order allows INTEL to procure licenses at discounted rates, with annual ordering up to $10 million. The total period of performance is September 25, 2026, through September 24, 2027.
