Description
 The Inflation Reduction Act of 2022 (IRA), Public Law No. 117-169, enacted in August 2022, provided the U.S. General Services Administration (GSA) with significant funding for: (a.) measures necessary to convert facilities to high-performance green buildings, (b.) acquisition and installation of construction materials and products with substantially lower levels of embodied greenhouse gas emissions, and (c.) emerging and sustainable technologies. The Contract resulting from this Solicitation will be funded in part by IRA appropriations, and it contains numerous IRA-specific requirements. Requirements include, but are not limited to, requirements regarding pricing, invoicing, submittals, materials, and construction. In addition, please note that this Solicitation contains an evaluation factor favoring certain construction materials with the lowest possible levels of embodied carbon. Offerors shall
carefully review this Solicitation, the Agreement, the Statement of Work, the Specifications, and the Drawings. Offerors are responsible for accurately pricing and, if successful, fully performing all Contract requirements.
The U.S. General Services Administration (GSA) Public Buildings Service (PBS) Pacific Rim Region San Diego Field Office (SDFO) is seeking the professional services of a General Contractor (GC) to provide construction for the GSA/SDFO-Otay Mesa Main Building Pedestrian Walkway Replacement Construction Services-CA0267JJ project at the U.S. Land Port of Entry (USLPOE)-Otay Mesa Main Building.
The USLPOE is located at 2500 Paseo Internacional, San Diego, CA 92154. It consists of consists of eight (8) buildings totaling 316,637 gross square feet. The Main Building was built in 1984 and a remodel project was completed in 2024. Its exterior requires a walkway replacement due to many cracks, chipped paversc, and missing tiles.
This contract will be to provide construction for the entire campus: (a.) removal, disposal, and structural replacement of approximately: eleven thousand two hundred and forty (11,240) square feet (sq. ft.) of existing exterior porcelain floor tiled walkway with new low embodied carbon concrete pavement at the USLPOE-Otay Mesa Main Building as per the attached construction
document in order to properly and safely execute port operations. This non-recurring, non-prospectus work includes surveying, material and soil testing, grading, drainage, erosion protection, seal coating, order to create an easily accessible and safe space for officers and general public.
