Non-Kinetic Effects (NoKE) Mission Requirement

The U.S. Army Combat Capabilities Development Command (DEVCOM), Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR), Research and Technology Integration Directorate (RTI), Integrated Offensive Electronic Warfare (IOEW) Branch has a requirement for Program Management; Purchasing; Subject Matter Expertise (SME); Hardware and Software Design and Development; Air and Ground Electromagnetic Warfare Engineering Support, Modeling and Simulation; Electromagnetic Warfare Software and Firmware Development/Implementation, Lab Experiments, Field Demonstration, Engineering Requirements and Concept of Operations Analysis; and other urgent time-critical requirements. The contractor shall develop advanced Electromagnetic Warfare (EW) systems that can effectively counter and disrupt sophisticated adversary systems including communication, radar and surveillance capabilities to achieve spectrum dominance in multi-domain operations. The focus is on maturing Cyber and Electronic Warfare techniques and supporting technologies to defeat various threats to include Intelligence, Surveillance, and Reconnaissance (ISR) Systems; Communication Systems; Radar-enabled Kinetic Weapon Systems and Supporting Processing Systems. The contractor shall provide the Warfighter with advanced EW capabilities that can counter existing and emerging threats, support a wide range of military operations, achieve spectrum dominance, improve kinetic weapon effectiveness and provide enemy situation awareness, targeting and non-kinetic effects. Research and development efforts may focus on advanced signal processing techniques, electronic attack capabilities, cyber warfare techniques, spectrum sensing and management and artificial intelligence and machine learning.
