Description
This requirement is in support of LSS need for scientific and technical services required to support LSS 24 hours per day, 7 days per week, 365 days per year (24/7/365) performing primary reachback for suspect chemicals and assisting official personnel with presumptive substance identification, radiation spectroscopy and any applicable safety concerns or agency protocols. The contractor shall furnish the appropriate trained personnel to review and adjudicate field spectra for the presumptive identification of unknown substances suspected of being a controlled substance and/or chemical of concern. CBP is focusing on the identification of narcotics and other designer drugs such as fentanyl, fentanyl analogues, and other opioids. Current spectra originate from Raman/Fourier Transform Infrared Spectroscopy (FTIR) handheld systems utilized by field officers and agents. These systems vary in complexity and directly, or indirectly, support the detection and/or interdiction of contraband crossing into the United States Borders. The contractor shall provide appropriate personnel to perform analysis/adjudication of spectra of suspect substances in support of LSS and CBP. Reachback will require continuous operation and be in the Washington, DC/Northern, VA area. The primary mission will provide officers/agents with the timely identification of suspected substances from spectra received from field systems. Outputs may take the form of scientific analysis, reports, required government documents, information, alternatives, and opinions. These services shall be required 24/7/365, often in a stressful environment resulting from simultaneous actions/tasks and quick response deadlines. The contractor personnel will be required to interface with CBP management, equipment manufacturers. Therefore, the end goal of this support is to augment and complement LSS existing technical expertise.
