Description
Office of Biometric Identity Management (OBIM) and the Office of the Chief Information Officer (OCIO)/Homeland Advanced Recognition Technology (HART) PMO require uninterrupted and comprehensive Development, Security, and Operations (DevSecOps support for both the Automated Biometric Identification (IDENT) system and HART systems. This support encompasses several key areas. First, it includes the development of new capabilities by designing, developing, and implementing features that align with stakeholder requirements and mission needs. Second, it involves system maintenance and enhancements, such as performing adaptive, perfective, corrective, and preventative maintenance, addressing critical break-fix issues and system change requests, and onboarding domestic and international customers for biometric services. Third, the support leverages Agile DevSecOps methodologies, utilizing Agile practices for system lifecycle management, forming sprint teams for iterative design, development, testing, and deployment, and providing expertise in these practices. Additionally, the support includes maintaining and improving the HART software development pipeline through Continuous Integration/Continuous Delivery (CI/CD) processes, automating development, testing, and deployment, and ensuring seamless integration of new features and updates. Business rules management is also a critical component, requiring the transformation of business rules from IDENT to HART using IBM Business Automation Manager Open Editions (BAMOE), ensuring automation and accuracy while adhering to privacy and policy constraints, and updating rules to reflect evolving stakeholder agreements and requirements. Compliance and governance are integral, with adherence to DHS acquisition directives, SELC policies, data-sharing agreements, and confidentiality provisions. Finally, the support extends to stakeholder engagement by providing daily operational assistance to DHS missions and interagency partners, enabling 24/7 decision-making capabilities for identifying threats and supporting enforcement actions, and ensuring system availability and reliability for mission-critical operations.
