Office of Trade has a continuing requirement for access to Kharon's Clearview and Dynamic Analytics Tool (Kharon) and associated training for using the tool. Kharon's integrated solutions augment existing screening and analytics environments, supply chain mapping, trans-shipment tracing, due diligence and investigative functions. Kharon provides human subject matter expert-derived research and analytics on forced labor networks. This mission critical supply chain tracing tool significantly enhances CBP s law enforcement, national security, and public safety initiatives. Kharon is a niche tool that is very specific to forced labor targeting. Compared to other supply chain analysis platforms, it is much more efficient at identifying known forced labor risk within a company or its supply chain and provides citations for those risks. Other platforms do not provide the citations or the level of detail Kharon does. Kharon is a powerful tool for analysts researching organizations because the tool identifies a variety of derogatory information, including sanctions, compliance risks critical to managing financial crimes, supply chain exposure, export controls, and investment risk. Kharon is unique in that it uses human sources for its information and therefore contains information not available through other platforms. Absent this information, violative actors may not be identified and non-compliant merchandise from entities exploiting forced labor would be able to enter U.S. Commerce. Forced labor is an unfair trade practice that undermines the ability of U.S. companies to compete fairly in the global economy and is also a threat to economic and national security through its funding of transnational criminal organizations, terrorist groups, and our foreign adversaries.
