Description
The Passenger Systems Program Directorate (PSPD) is an office within CBP s Office of Information and Technology (OIT). PSPD s mission is to innovate, deliver, and sustain technology systems that ensure the safety and security of travelers entering and exiting the United States (U.S.), while facilitating and streamlining legitimate trade and travel at Office of Field Operations (OFO) land, air, and sea ports of entry (POEs) and U.S. Border Patrol (USBP) checkpoints.
The Inspection Processes Land Border Integration (IPIPLBI) Division within PSPD, deploys, operates, and sustains a series of technical systems used by CBP POEs and USBP checkpoints across the nation. IPLBI s primary CBP trusted partners are OFO and USBP. These services are provided through the existing Integrated Travelers Initiative (ITI) task order (TO), which was awarded in 2016. ITI was the next generation contract from the previous IPLBI contract awarded in 2010, which was designed to support CBP s Western Hemisphere Travel Initiative (WHTI) program2. The ITI contract provided flexible and scalable system-integration services and hardware to CBP to meet requirements that included, but are not limited to, the installation and operations and maintenance of License Plate Reader (LPR) and Radio Frequency Identification (RFID) systems, POE and USBP checkpoint digital signage, and pedestrian kiosks for non-vehicle, inbound POEs.
The ITI Contract envisions the incumbent to:
- Deliver comprehensive maintenance of the integrated IPLBI system such that mission-based Service Level Agreements (SLAs) are met or exceeded while optimizing lifecycle cost/investment.
- Provide a seamless transition from ITI operations and maintenance (O&M) of IPLBI systems to the ITI Bridge contract, establishing and maintaining engineering/test facilities and operating the IPLBI Dashboard, which provides an automated method of monitoring the configuration, performance, and health of all deployed equipment and the means to remotely identify problems and implement corrective actions.
- Provide program management support to ensure O&M support services are adequately managed and supported.
