Integrated Resource Management System (IRMS) Support

The Integrated Resource Management System (IRMS) is a standardized commitment register that supports HRSA's funds control system by providing automated procedures for recording, monitoring and reporting on commitments and obligations; and developing fund and document status reporting for allotment and allowance holder's use. The system uses Oracle web logic application. Database and application management & data support, & maintenance of physical/logical enterprise data models for IRMS systems will be performed. The automated transfer of data from other business systems to IRMS will help reduce manual data entry, ensure data integrity, and improve financial analysis and reporting. Consolidation of administrative, budget, and accounting data in IRMS will help improved procedures for monitoring funds, commitments and obligations; and reporting to management on the status of funds and documents, allowing bureaus and offices to take timely action to decommit and deobligate funds. The cancellation of commitments (decommitment) and the cancellation of obligations (deobligation) can free up of funds for recommitment or reobligation within the period of availability of the appropriation.
