FPS Law Enforcement Public Order Public Safety Personal Protective Equipment

The Federal Protective Service seeks to improve its ability to enforce the law while simultaneously balancing civil rights during events that require crowd/large group management. In 2019, the Federal Protective Service, Training and Professional Development Directorate (TPD) began developing a curriculum to prepare officers to ensure civil rights to gather and/or protest while simultaneously maintaining order using protective tactics and de-escalation techniques. Developing a practical curriculum guide is a multi-step, ongoing, and cyclical process. The process progresses from evaluating the existing program to designing a new, improved program. Implementing a new program requires new equipment and evaluation of the revised program. In order to assist TPD with this process, TPD seeks to procure essential and necessary equipment items to support the FPS Public Order Training Portfolio (FPSPOTP). Delivery agreement between the Government and the Contractor as described in the BPA SOW is a one-time purchase with delivery made by or before February 19, 2024, to the location indicated.
