Description
This acquisition is being conducted in accordance with the Randolph-Sheppard Act (Public Law (PL) 83-556, as amended by PL 93-516) for the Center for Domestic Preparedness (CDP) in Anniston, AL. Provide food services to a total of 12,000 resident students during an average of 48 training weeks each Fiscal Year. Conduct activities required to plan, schedule, coordinate, staff, and manage, and operate three dining facilities, and provision water and electrolytes to training areas on campus (currently seven locations). Meals provided will consist of breakfast, lunch, and dinner at established times and will not exceed GSA per diem rates for those meals. Typical weekly meal schedules run from Sunday dinner through Saturday breakfast. Occasionally, student classes will remain over a weekend requiring four additional meals of Saturday lunch through Sunday lunch without adding overtime labor charges to the contract. Meals will be served in the facilities on Government furnished dinnerware and "to go" on contractor provided biodegradable food trays. A number of training courses will require preparing and delivering boxed meals, typically lunches. Boxed dinners are also prepared for students arriving after the dinner meal has been served. FEMA surge operations may require the feeding of Federal personnel who are operating temporarily at Anniston, Alabama, and requiring all meals, seven days a week. Additionally, contractor shall provide catering service to official special conference groups. Catering services may require provision of buffet service or served meals with special menus at a fair market value. Finally, contractor may provide food service to CDP staff members and non-student visitors at an established meal rate. Such services to staff members shall not interfere with provisioning to students. The Alabama Department of Rehabilitation Services (ADRS) is a (Randolph-Sheppard Act) mandatory priority source per FAR 6.302-5(b)(2), Qualified Non-Profit Agencies for the Blind or other Severely Disabled. The Randolph-Sheppard Act falls in line with the AbilityOne program per a Memorandum of Understanding between The Committee for Purchase from People Who are Blind or Severely Disabled (operating as the U.S. AbilityOne Commission) and the U.S. Department of Education s Rehabilitation Services Administration (RSA) signed on January 19, 2021.
